London's buildings are dense, tall and shared. Offices are often split between several tenants, shops and restaurants sit beneath flats, and a single building can have several responsible persons. The Fire Safety Order requires them to cooperate and coordinate, and a good fire risk assessment makes clear where each party's duties begin and end.
Blocks of flats carry additional duties. The Fire Safety (England) Regulations 2022 require responsible persons for multi-occupied residential buildings to give residents fire safety instructions and information about fire doors, with further requirements — including regular fire door checks and, in high-rise buildings, wayfinding signage — as buildings get taller.

Who enforces fire safety law in London?
London Fire Brigade is the enforcing authority for the Fire Safety Order across Greater London.
Does a block of flats in London need a fire risk assessment?
Yes. The Fire Safety Order applies to the shared parts of blocks of flats, and to the building's structure, external walls and flat entrance doors. The responsible person — usually the freeholder, landlord or managing agent — must have a suitable and sufficient fire risk assessment and keep it under review.
